MCP server endpoint (API-key variant).

Model Context Protocol endpoint over the stateless Streamable HTTP
transport. The body is a JSON-RPC 2.0 message (or batch). Supported
methods: initialize, ping, tools/list, tools/call, and the
notifications/* acknowledgements. Tools wrap the public scan API
(list_scans, get_scan, get_scan_status, submit_scan).
